Contact Point for the Citizens, Equality, Rights, and Values Programme (CERV)
The Citizens, Equality, Rights, and Values (CERV) Programme is a key funding initiative of the European Union designed to safeguard and promote the rights, equality, and democratic values enshrined in the EU treaties. This program provides financial support to civil society organizations, local authorities, and public institutions to enhance citizen engagement, fight discrimination, and reinforce shared democratic values.
The CERV Programme is carried out in Estonia by SA Kodanikuühiskonna Sihtkapital (NFCS), which serves as the official Estonian Contact Point, offering information, consultation, and guidance to organizations participating in CERV funding opportunities.
Programme Objectives
The CERV Programme seeks to protect and promote European Union values and fundamental rights. Its central goal is to contribute to an open, democratic, and inclusive society where every individual can equally enjoy their rights and freedoms.
The programme is aligned with the EU Charter of Fundamental Rights and works toward:
- Strengthening democratic and civic participation.
- Combating discrimination and promoting equality, inclusion, and diversity.
- Ensuring the safety and well-being of children and women.
- Emphasizing the importance of historical remembrance in shaping the values of Europe.
CERV Programme Categories
The CERV Programme operates through four key strands:
- Values of the European Union
Supports initiatives aimed at protecting and promoting the shared values of the EU, building trust, and fostering cooperation.
Example initiatives: Raising awareness about fundamental rights or reinforcing democratic principles in member states. - Equality, Rights, and Gender Equality
Focuses on empowering groups vulnerable to discrimination, promoting gender equality, and ensuring LGBTQ+, minority, and other underrepresented voices are heard.
Example initiatives: Tackling racism, antisemitism, Roma integration, LGBTIQ+ advocacy, and empowering women. - Citizens Engagement and Participation
Aims to strengthen the involvement of citizens in EU decision-making and civic life through town twinnings, networks of municipalities, and active civic engagement.
Example initiatives: Targeting youth participation, fostering municipal collaboration, and promoting joint projects on European policies. - Daphne Initiative: Combatting Violence Against Women and Children
Focuses on projects aimed at preventing violence against children, women, and other vulnerable groups.
Example initiatives: Educating about violence prevention, creating support mechanisms for survivors, and reducing domestic abuse.
Eligibility for CERV Funding
CERV grants are open to organizations across all EU member states, including:
- Civil society organizations at both national and grassroots levels.
- Public institutions and local governments.
- International partnerships or consortiums working across member states.

Funding and Financial Support
The CERV Programme provides significant financial resources, co-funding up to 90% of eligible project costs. With a total budget of €1.55 billion for the 2021–2027 period, the programme supports both national projects vital for internal development and international collaborations to address cross-border issues.
