Enhancing Civil Society Impact and Supporting Development Through Increased Youth and Child Activity

This project is supported by the European Social Fund and the Ministry of the Interior.

Based on the decree of the Minister of the Interior, “Conditions for granting support to increase the impact of civil society and support development,” KÜSK launched a new European Social Fund and the Ministry of the Interior (ESF-SIM) project in September 2023.

The implementing agency of the project is the Ministry of the Interior, the implementing unit is the State Support Services Center, and the implementer is SA Kodanikuühiskonna Sihtkapital.

The project is funded by the European Union through the European Social Fund to the extent of 70% and by the Estonian taxpayer through the budget of the Ministry of the Interior to the extent of 30%.

The total budget of the project for 2024-2028 is 2,001,569 euros.

The project deals with

  • developing a systematic and community-based model for the involvement of children and young people (ensuring the growth of civil society);
  • increasing the involvement and participation skills of NGOs dealing with children and young people (creating opportunities for the development of NGOs, developing and strengthening NGOs with an emphasis on NGOs dealing with children and young people).

The project focuses on two areas of activity:

  • activities for the development of a systematic community-based model for the involvement of children and young people. County NGO consultants have been trained to advise NGOs and be county “ambassadors” to highlight the role of civil society in the country. Within the framework of the project, the competence of consultants is increased through a development program;
  • increasing the engagement skills of NGOs operating with children and young people in counties. Within the framework of the project, a training and development program is being developed and the involvement of young people is being amplified through county events that are organized to involve young people in the activities of NGOs.

The aims of the project are

  • to promote active inclusion in order to promote equal opportunities, non-discrimination and active participation, and to improve the professional competitiveness of groups in a disadvantaged situation;
  • Estonian society is caring, cooperative and open. Estonia is a people-centered country that promotes the development of communities and civil society, where people are valued and involved, share democratic values, and improve the living environment through active participation in community and social activities;
  • to develop partnerships between the public sector, the private sector and the third sector at the local level and to increase the awareness of children and young people about what is happening in society and the skills to actively participate in it, developing the skills of NGOs to involve children and young people.
  • Within the framework of the project, the principles of “Eesti 2035” are followed: Creating equal opportunities for people of different nationalities, ages and special needs, gender equality and accessibility. The activities of the development program contribute to balanced regional development and the administrative and development capacity of local governments.
