Summary about Community Activities Promoting Integration

The “Community Activities Promoting Integration” project, launched by Estonia’s Ministry of Culture and co-financed by the European Social Fund+ (€5.2 million total budget), aims to increase the participation of newly arrived immigrants, returnees, and people with diverse linguistic and cultural backgrounds in community life.

The project runs from 2024 to 2029 and supports Estonia’s long-term integration policy goals under the Cohesive Estonia Development Plan 2021–2030.

Key Implementers:

KÜSK’s Development Program (2025–2029):

  1. Mapping (Q1 2025): Understanding NGOs’ current capacity.
  2. Design & Testing (Q2 2025): Developing and piloting capacity-building tools.
  3. Implementation (2025–2028): Delivering training and support activities to NGOs.
  4. Impact Evaluation (2029): Measuring effectiveness and results.

The aim is to equip NGOs with the tools and knowledge to better involve diverse community members, thus fostering social cohesion and a stronger sense of belonging across Estonia.
